The Freedom of Information Officer is responsible for the provision of effective Freedom of Information (FOI) services for SA Ambulance Service (SAAS) including assisting relevant stakeholders in the identification, location, and coordination of the retrieval of documents across a diverse range of sites within SAAS and subsequent determinations in accordance with the legislation.

Key Responsibilities: 

Freedom of Information Processing and Compliance
Process, research, and assess records in accordance with the Freedom of Information Act 1991 and associated legislation. Prepare FOI determinations within statutory time limits, maintain extensive knowledge of relevant legislation, and ensure SAAS compliance with all FOI requirements including State Records reporting obligations.

External Reviews and Legal Research
Conduct external reviews of FOI determinations by examining relevant documents, identifying legislative issues, and preparing comprehensive determinations. Respond to Ombudsman reviews, liaise with the Crown Solicitor's Office regarding appeals, and conduct legal research on precedents and arguments to support FOI processing.

Records Management and Documentation
Maintain secure electronic systems for managing FOI applications and individual case files incorporating all documented evidence from initial application through to final determination. Retrieve and track records across various SAAS electronic and manual systems in accordance with established procedures.

Legislative Interpretation and Application
Interpret and apply multiple Acts and legislation including the Freedom of Information Act 1991, Health Care Act 2008, Mental Health Act 2009, Coroner's Act 2003, and Child and Young Person's Safety Act 2017. Maintain current knowledge of legislative changes and their impact on FOI processes within the health sector context.

Client Support and Confidentiality Management
Act as first point of contact for FOI enquiries whilst ensuring patient and agency information is handled within strict confidentiality guidelines and privacy principles. Provide expert advice on health sector legislation interpretation, particularly regarding FOI Act applications and requirements

Process Improvement and Team Collaboration
Identify and implement FOI process improvements to enhance service delivery and office efficiency. Promote positive teamwork, undertake accredited FOI Officer training, participate in continuous improvement activities, and contribute to analysing functions and procedures to identify risks and potential enhancements.
